What does a score out of 10 actually mean?

Do you rank every fund against every other fund?

No. A fund is scored only against its own category peers, so a small-cap fund is judged against other small-cap funds, never against a liquid fund. That keeps the comparison fair.

Why is the fund with the highest 1-year return not always on top?

Because a single strong year is the weakest predictor of the future. The 5-year record carries the most weight, and an extreme recent run-up is flagged and capped so short-lived spikes cannot buy a fund a top rating.
